FEDRE encouraged by the Council of Europe

From 18 to 20 October 2011 took place in Strasburg the 21sth Session of the Congress of Local and Regional Authorities of the Council of Europe. Among various subjects, were unanimously adopted a report and a Resolution 335 presented by Svetlana Orlova (Russia) on Energy supply and energy efficiency at local and regional level : promoting energy transition.

The resolution is mentioning two times the positive role played by FEDRE.

The Resolution starts from the statement that the energy supply framework prevailing today represents a break in the link between energy and the local area. Production and distribution are centralised. But things will change drastically. With the new sources of energy, energy policies will become decentralised.

In this new deal, local and regional authorities will have a decisive role to play « as energy consumers, urban planners, investors, energy producers and distributors and set an example to the population and local stakeholders ». They will have to draw up and implement pluriannual action plans with the participation of the local SMEs and NGOs.

The role of the networks of exchange of experiences and practices will be crucial. On this subject, says the Resolution, « the Congress welcomes the action which is being undertaken by regional and municipal networks such as in particular FEDRE and Energy Cities, and considers that they play an important role in promoting energy policies and energy efficiency at local ad regional level ». This is why the Congress invites namely FEDRE and Energy Cities « to pursue their action aimed at promoting energy policies and energy efficiency as well as best practices at local and regional level ».
